Application to Cease Operations of Burrard Thermal Generating Station

ORDER

WHEREAS:

 

A.      On December 22, 2016, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (Commission) under section 41 of the Utilities Commission Act (UCA), for permission to permanently cease operating those portions of Burrard Thermal Generating Station (Burrard Thermal) that are not required for transmission support services.  Burrard Thermal is located in Port Moody, BC, on the north shore of the Burrard inlet;

B.      Those portions of Burrard Thermal not required for transmission support services as described in the Application include:

1.       Steam turbines and all associated equipment,

2.       Power boilers and all associated equipment, fuel and flue gas systems and controls,

3.       Feedwater system including water treatment plant,

4.       Salt water cooling system,

5.       Ammonia Plant and piping systems (flue gas treatment),

6.       Auxiliary boiler package (for steam export);

C.      In accordance with the Clean Energy Act, BC Hydro took Burrard Thermal out of its planning mix for “firm” energy in 2010, maintaining it for emergency use only;

D.      On January 30, 2016, in accordance with the Authorization for Burrard Thermal Electricity Regulation, B.C. Reg 319/2010, Burrard Thermal was no longer used for backup emergency generation;

E.       In accordance with section 15(a) of Direction No. 7, B.C. Reg. 28/2014, dated March 6, 2014 to the Commission, the Commission must “grant permission to the authority under section 41 of the UCA to cease operating those portions of Burrard Thermal that are not required for transmission support service.”;

F.       The Commission has reviewed the Application and BC Hydro’s request that given Direction No. 7 that no hearing is required and finds that no further process is required and the Application should be approved.

 

NOW THEREFORE pursuant to section 41 of the Utilities Commission Act, the British Columbia Utilities Commission grants British Columbia Hydro and Power Authority permission to cease operations of those portions of Burrard Thermal Generating Station that are not required for transmission support services, as listed above and described in British Columbia Hydro and Power Authority’s Application to Permanently Cease Operations at the Burrard Thermal Generating Station.
