Northern") applied September 10, 1980 for an exemption from Section 30 of the Act with regard to the facilities required to provide service to a methanol plant located near Kitimat, British Columbia; and WHEREAS Pacific Northern has a Certificate of Public Convenience and Necessity dated December 5, 1966 authorizing it to inter alia build and operate a natural gas line to Kitimat; and WHEREAS Pacific Northern have estimated the cost of the additional facilities to be approximately $28,000,000; and WHEREAS the Commission has considered the matter and has determined that public convenience and necessi"ty require the construction and operation of the facilities . ORDER NUMBER C-25-80 2 NOW THEREFORE the Commission hereby orders as follows: 1. An exemption from Section 30 of the Act is granted to Pacific Northern provided that the following conditions are met: (a) Satisfactory financing is arranged. (b) A fully compensatory tariff is negotiated with the British Columbia Petroleum Corporation and is accepted for filing by the Commission.
