Taylor, Chairman; D. B. Kilpatrick, Commissioner; and April 15, 1981 B. M. Sullivan, Commissioner. CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS, the British Columbia Hydro and Power Authority ("B. C. Hydro"), by letter dated January 26, 1981, applied to the Honourable R. H. McClelland, Minister of Energy, Mines and Petroleum Resources, for an exemption with regard to a 12.8 kilometre, 36-inch diameter gas transmission pipeline between its Roebuck and Tilbury stations located in the municipalities of Surrey and Delta, all as further set forth in the Application dated January 26, 1981; 2 ' WHEREAS, the Honourable R. H. McClelland, Minister of Energy, Mines and Petroleum Resources, by Order dated March 10, 1981, ordered that the Application be dealt with by the British Columbia Utilities Commission under Part 3 of the Act as an Application for a Certificate of Public Convenience and Necessity; and ... /2
C-2-8l 2 WHEREAS, the Commission has considered the Application dated January 26, 1981 and the additional information provided by B. C. Hydro in a letter dated March 26, 1981; and WHEREAS, planning for the Roebuck/Tilbury loop has been evolving since 1974, and this project completes the paralleling of the transmission system from Huntingdon through to Fraser Gate Station which commenced in 1960; and WHEREAS, the materials required to construct this loop were ordered prior to the proclamation of the Utilities Commission Act: and WHEREAS, local residents have participated in public meetings which were held in June 1979 and June 1980; and WHEREAS, B. C. Hydro has advised that without the looping its gas customers in Delta, Richmond and most of Metro Vancouver will be exposed to a higher than normal risk of unscheduled outages in the 1981/82 heating season; and WHEREAS, the pipeline loop is required to increase the capacity of the line to serve the Lower Mainland independent of the supply of natural gas to Vancouver Island; and WHEREAS, the Commission has determined that installation of the prescribed pipeline is necessary for the public convenience and properly conserves the public interest. NOW, THEREFORE, the Commission hereby orders that a Certificate of Public Convenience and Necessity be granted to the British Columbia Hydro and Power Authority to construct and operate 12.8 kilometres of "loop", all as further set forth in the Application dated January 26, 1981. . .. /3
