Kilpatrick, ) Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS Inland Natural Gas Co. Ltd. (" Inland" , "Company") applied April 22, 1985 pursuant to Sections 51 and 53 of the utilities Commission Act ("the Act") for a Certificate of Public Convenience and Necessity for the construction and operation of a natural gas utility plant to enable the Company to provide natural gas service to the Village of Chase and surrounding areas; and WHEREAS the Commission by Order No. G-38-85 dated April 20, 1985 ordered that a public hearing be held in Sorrento on June 4, 1985 to consider Inland's application; and WHEREAS a public hearing was held in Sorrento on June 4, 1985 at which time Inland amended its Application; and ... /2 FLOO:; soc 2E 1 CA".,1,8A """C,-EP>-j,)'\iE 1604) 650~47;}G TELEX 04-54536 SMiTHE STPEE:
BRITISH COLUMBIA UTILITIES COMMISSION 2 ORDER NUMBER C-4-85 WHEREAS the Commission has considered the Application as amended and supporting documents together with the evidence addressed at the said public hearing, and finds that the proposed project is in the public interest; NOW THEREFORE the Commission orders Inland Natural Gas Co. Ltd. as follows: 1. Inland is granted a Certificate of Public Convenience and Necessity under Sections 51 and 53 of the Utilities Commission Act for the construction, operation and maintenance of utility plant to enable the provision of natural gas service to the populated areas along the proposed transmission line from Duck Meadow to and including the Village of Chase, and surrounding populated area. 2. Inland shall provide a copy of a duly executed Franchise Agreement with the Village of Chase as soon as possible. 3. Inland is to complete a funding agreement with the Government of British Columbia such that the utility investment in the project will not be greater than that projected in the April 22, 1985 Application. 4. Inland is required to file monthly progress reports until the commencement of natural gas service to the Village of Chase and surrounding area. These reports will update the construction schedule, expenditures to date and amended project budget, signups and any changes to pipe locations or design specifications. 5. A final report is to be submitted to the Commission by Inland on March 31, 1986 showing the facilities which have been installed, the costs thereof and the customers being served.
