Limited ("Northland") applied April 23, 1985 for an amendment to its existing Certificate of Public Convenience and Necessity to include the proposed orderly expansion of its service area; and WHEREAS Northland's Application proposes a modest expansion in 1985 to enable the provision of natural gas service to a group of approximately 80 rural area residents immediately west of the City of Dawson Creek, with additional expansion in subsequent years to the remainder of the proposed expanded service area; and WHEREAS the Commission has reviewed Northland's Application as amended June 11, 1985 along with the evidence adduced at the public hearing of June 11, 1985, and finds that a major portion of the proposed expanded service area properly conserves the public interest. . .. /2 ~OURTH FLOOR 800 SMITHE STREET. BRITISH COLUMBIA UTILITIES COMMISSIOI ORDER 2 NUMBER C-5-85 NOW THEREFORE pursuant to Section 53(6) of the Utilities Commission Act the Commission hereby orders Northland Utilities (B.C.) Limited as follows: 1. Northland is granted a Certificate of Public Convenience and Necessity for the provison of natural gas service to the lands in the vicinity of Dawson Creek bounded as follows: Commencing at the point where the Alberta/British Columbia border intersects the southern boundary of Township 74, thence westerly along this boundary line to the western boundary of Township 74, Range IS, W6M, thence northerly along this boundary line to the south-eastern boundary of Township 75, Range 16,. W6M, thence westerly along this boundary line to the eastern bank of the Kiskatinaw River, thence in a north-westerly direction and then a north-easterly direction along the eastern bank of the Kiskatinaw River to the point where the river intersects the easterly boundary of Township 81, Range 16, W6M, thence northerly along this boundary line to the southern bank of the Peace River, thence easterly along the southern bank of the Peace River to the British Columbia/Alberta border, thence southerly along the border to the point of commencement. 2. All previous Certificates of Public Convenience and Necessity are consolidated in the above noted area boundaries. 3. The area west of the Kiskatinaw River requested by Northland fails to meet the requirements of Section 51(5) of the Act. It is therefore excluded from the Certificate. The Commission will consider this matter at a time when firm proposals based on a market $urvey are made for provision 9f natural gas service to this area ..
