Kilpatrick, ) Commissioner ) CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS Columbia Natural Gas Limited (ItColumbia") filed with the Commission April 29, 1985 a copy of a "Cranbrook Lateral Report" ("the Report") dated April 24, 1985; and WHEREAS the Report concluded that 14.9 kilometres of 219 mm. diameter pipeline be constructed to extend the existing pipeline loop on the Cranbrook Lateral as far as the City of Cranbrook, B.C. at a cost of approximately $1.7 million; and WHEREAS copies of the Report were circulated to interested Industrial customers of Columbia and responses have been received and considered by the Commission; and WHEREAS the Commission is satisfied that the recommendation in the Cranbrook Lateral Report is in the public interest. . .. /2 "OURTH FLOOR. 800 SMITHE STREET. BRITISH COLUMBIA UTILITIES COMMISSIO~ 2 ORDER NUMBER C-6-85 NOW THEREFORE the Commission hereby orders Columbia Natural Gas Limited as follows: 1. Columbia is granted a Certificate of Public Convenience and Necessity under Sections 51 and 53 of the Utilities Commission Act for the construction, operation and maintenance of the Cranbrook Lateral pipeline loop as recommended in the Cranbroook Lateral Report 2. Columbia is required to file with the Commission monthly progress reports until the commencement of operation of the Cranbrook Lateral. These reports will update the construction schedule, expenditures to date, and any changes to pipe locations or design specifications. 3. A final report is to be submitted to the Commission by Columbia on December 31, 1985 showing facilities installed and the total costs thereof.
