Taylor, Chairman; J.D.V. Newlands, Deputy Chairman; D.B. Kilpatrick, June 10, 1986 Commissioner; and N. Martin, Commissioner o R D E R WHEREAS Commission Order No. G-101-85 accepted for filing effective January 1,-1986 amended Tariff Rate Schedules of rCG Utilities (British Columbia) Ltd. ("ICG") incorporating a 3.8% interim increase in customer rates, with the interim increase subject to refund with interest if not confirmed; and WHEREAS the January If 1986 interim rate increase Application was filed pursuant to Section 67(4) of the utilities Commission Act~ and WHEREAS ICG applied April 23, 1986 requesting the Commission to confirm the interim rates as firm since the increased costs supporting the rate increase are beyond the control of rCG; and WHEREAS in the same letter ICG requested that the Commission direct rCG to accumulate all costs related to the Westcoast rate hearing, including carrying costs, in a deferral account to be dealt with by the Commission following the completion of that hearing; and •.• / 2 9/'T"'~~ C ~~~AD~ TE~~PH8~~ ""'E .... \ BRITISH COLUMBIA -, UTILITIES COMMISSION \ ORDER NUMBER _ G-2 9-86 2 WHEREAS the Commission has reviewed the Application and supporting material and is satisfied that the interim rates approved effective January 1, 1986 are appropriate to be confirmed as firm rates. NOW THEREFORE the Commission hereby orders rCG Utilities (British Columbia) Ltd. as follows: 1. The Commission pursuant to Section 67(4) of the Act will accept for filing subject to timely filing thereof amended Tariff Rate Schedules reflecting confirmation as firm the 3.8% increase in customer rates effective on and after January 1, 1986 to enable recovery of approximately $307,000 in increased costs over which rCG had no effective control. 2. The Commission rejects rCG's request pertaining to a deferral account to accumulate costs related to the Westcoast rate hearing but requests rCG to supply background and reasons in support of their request. 3. rCG will provide a notice of explanation to all customers affected pertaining to the confirmation as firm by the Commission of the 3.8% increase in customer rates, noting that the rate increase was supported by increased costs beyond the control of rCG.
