Limited BEFORE: J.D.V. Newlands, Deputy Chairman; and N. Martin, Commissioner o R D E R WHEREAS Northland Utilities (B.C.) Limited ("Northland") applied January 14, 1987, pursuant to Section 67(4) of the Act to amend its filed Gas Tariff Rate Schedules covering the rates to be charged for natural gas service rendered by the Company in its Dawson Creek service area; and WHEREAS the proposed amendments sought to permit Northland to reduce, on an interim basis, its filed Tariff Rate Schedules by 5.3 cents per gigajoule (GJ) to reflect a reduction in the cost of gas purchased from its supplier, Peace River Transmission Company Limited, in accordance with revised interim tolls authorized by the National Energy Board effective January 1, 1987; and WHEREAS the Commission has reviewed the Application and supporting material and finds that the filing of amendments to the filed Tariff Rate Schedules is necessary in the public interest. NOW THEREFORE the Commission hereby orders Northland Utilities (B.C.) Limited as follows: 1. The Commission rejects Northland's proposal due to the interim status of the cost of gas reduction. 2. The Commission requires Northland to continue its current Tariff Rate Schedules except that the rates displayed therein are to be classified as interim rates effective January 1, 1987. promptly submit amended Tariff Rate Schedules for approval and filing. 3. For the period January 1, 1987 through the date on which the National Energy Board determines the "final" cost of gas component, Northland will record for all Dawson Creek customers the actual consumption of natural gas, such record to form the basis on which each such customer will be granted a refund predicated on the actual differential between the $2.l73/gigajoule gas supply cost as at December 31, 1986 and the "final" gas supply cost resulting from a determination by the National Energy Board. All such refunds are to include interest calculated on the average prime rate of the bank with which Northland conducts its business. 4. Northland will provide to the Commission a reconciliation of the refund amounts in a listing of customer names and amounts as soon as possible following price determination. refunds may be credited to customer accounts. Refunds by cheque will only be made if the amount is $5.00 or more. In instances where a former customer cannot be located, Northland will so advise the Commission not later than 90 days following normal refund date and a deferral account will be established to record the liability, disposition of which will be determined at a later date.
