Kilpatrick, Commissioner o R D E R WHEREAS pursuant to an Application dated March 20, 1984 the Electric Tariff Rate Schedules of British Columbia Hydro and Power Authority ("B.C. Hydro") were amended effective April 15, 1984, by Commission Order No. G-18-84 authorizing an interim electric rate increase of 6.5%, subject to review and confirmation or refund; and WHEREAS on November 9, 1984 B.C. Hydro applied for a further 6.50% increase in electric rates to become effective April 1, 1985; and WHEREAS on May 13, 1985, B.C. Hydro applied for an increase of 3.75% applicable to all classes of electric service in place of the November 9, 1984 Application; and WHEREAS the Commission by Order No. G-48-85 authorized an interim increase of 3.75% applicable to all classes of service in the Applicant's existing Electric Tariff Rate Schedules to be effective June 13, 1985 subject to review and confirmation or refund with interest calculated at the prime rate of the principal bank with which B.C. BRITISH COLUMBIA UTILITIES COMMISSION 2 ORDER NUMBER G-25-86 WHEREAS by Order No. G-77-85 the Commission set down for public hearing both Applications, commencing on November 4, 1985 at the Commission Hearing Room in Vancouver, B.C.; and WHEREAS pursuant to an Application by the Industrial Intervenors to adjourn the public hearing because of the lack of appropriate responses by B.C. Hydro to requests for information pertaining to the utility's Applications; and WHEREAS the Commission held a pre-hearing conference on October 31, 1985 to hear the Adjournment Application and to resolve outstanding matters; and WHEREAS, as a result of that conference the Commission issued Order G-90-85, adjourning the public hearing of both Applications to January 6, 1986 and directing B.C. Hydro to provide information to satisfy the needs of the Commission and the Intervenorsi and WHEREAS B.C. Hydro applied on July 11, 1985 seeking an Order of the Commission to rescind the Rate Stabilization Account established pursuant to Order No. G-26-82i which Application was rejected by Order No. G-62-85i and WHEREAS Order No. G-62-85 provided for further consideration by the Commission of the Rate Stabilization Account upon receipt from B.C. Hydro of an acceptable alternative basis for dealing with export surplus revenues; and WHEREAS during the course of the public hearing the Commission considered the Applications and the evidence adduced, and further considered the matter of the Rate Stabilization Account; all as set forth in a Decision issued concurrently with this Order. . .. /3
BRITISH COLUMBIA UTILITIES COMMISSION ORDER 3 NUMBER G-25-86 NOW THEREFORE the Commission, for reasons stated in the Decision issued concurrently with this Order, hereby orders as follows: 1. The Tariff Rate Schedules of B.C. Hydro accepted by the Commission effective April 15, 1984 pursuant to Order No. G-18-84 are confirmed as rates which are not unjust or unreasonable. 2. The increase of 3.75% authorized on an interim basis effective June 13, 1985 by Order No. G-48-85 is excessive for fiscal 1986. The Commission approves as firm an increase of 1.875% effective June 13, 1985 producing rates which are not unjust or unreasonable for fiscal 1986. 3. B.C. Hydro shall refund to customers of record in the period June 13, 1985 through March 31, 1986 that portion of the interim increase not approved in Clause 2 above, together with appropriate interest. 4. With effect as of April 1, 1986 the Commission approves as firm the interim rates currently in place, reflecting in full both the 6.5% and 3.75% interim increases authorized by Orders No. G-18-84 and G-48-85 respectively. 5. The Commission will accept, subject to timely filing, appropriate Tariff Rate Schedules reflecting the requirements of this Order. 6. B.C. Hydro shall comply with all the directions of the Commission contained in the Decision issued concurrently with this Order.
