Martin, Commissioner o R D E R WHEREAS Columbia Natural Gas Limited ("Columbian) applied to amend its filed Gas Tariff Rate Schedules to embody certain Rate Design matters by filing Volumes 1 and 2 on September 24, 1985, Volume 3 on July 31, 1986, and Volume 4 on September 30, 1987; and WHEREAS the nature of Rate Design involves matters which may significantly affect Columbia's customers served under all classes of service; and WHEREAS in a January 21, 1987 Commission Decision it was stated that a complaint by Fording Coal Limited of rate discrimination by Columbia would be dealt with as part of the Columbia Rate Design hearing; and WHEREAS the Commission has considered the Application Volumes and has now determined an appropriate date for the public hearing thereof. NOW THEREFORE the Commission hereby orders Columbia Natural Gas Limited as follows: 1. A public hearing of the Application by Columbia and the Fording Coal Limited Complaint will be held commencing at 9:30 a.m., local time on Tuesday, February 23, 1988 at the Inn of the South, 803 Cranbrook Street, Cranbrook, B.C. 2. Columbia will arrange for publication not later than Thursday, December 31, 1987 of a Notice of Public Hearing, as per attached copy, in one issue each of the Vancouver Sun, the Vancouver Province and such other appropriate news publications as may provide adequate coverage for the service area of the utility. 3. Columbia will file with the Commission not later than Friday, January 22, 1988 any additional prepared testimony and supplemental material upon which it proposes to rely. 4. Interested persons intending to be present and participate in the public hearing should give notice of intention to do so to the Commission Secretary, and to the Applicant, to be received not later than Friday, January 22, 1988. the nature of your interest in the proceeding. 5. Interested persons intending to file a written submission should provide one copy to the Commission Secretary, and one copy to the Applicant, to be received not later than Friday, January 29, 1988. The nature of Rate Design involves matters which may significantly affect Columbia's customers served under all classes of service. Additionally a compla~nt by Fording Coal Limited of rate discrimination by Columbia requires resolution. THE PUBLIC HEARING A public hearing of the Application volumes filed by Columbia and the Fording Coal Limited Complaint will pe heard commencing at 9:30 a.m., local time on Tuesday, February 23, 1988 at the Inn of the South, 803 Cranbrook Street, Cranbrook, B.C. PUBLIC INSPECTION OF THE APPLICATION The Application and supporting material are available for inspection at its Cranbrook office and the Head Office of Columbia Natural Gas Limited located at the 23rd Floor, 1066 west Hastings Street, Vancouver, B.C. A copy of the Application and supporting material is also available for inspection at the office of the British Columbia Utilities Commission, 4th Floor, 800 Smithe Street, Vancouver, B.C. INTERVENTIONS Any person intending to attend the hearing should provide written notice, to be received not later than Friday, January 22, 1988, to the Commission Secretary, and to the Applicant. Those persons intending to give evidence or cross-examine witnesses should, in addition, provide a brief written statement of the nature of their interest in the proceeding. SUBMISSIONS BY INTERESTED PERSONS Any person intending to file a written submission should file not later than Friday, January 29, 1988, one copy of the Submission to the Commission Secretary, and to the Applicant.
