("Yoho") applied April 13, 1988 to construct and operate an electrical grid connection from TransAl ta Utilities Corporation Ltd. near Lake Louise on the Alberta-British Columbia border to the existing distribution system at Field, B.C.; and WHEREAS the Commission issued to Yoho a Certificate of Public Convenience and Necessity No. C-I-88 for the supply, sale and distribution of electrical energy within Yoho National Park, B.C.; and WHEREAS Yoho entered into a long-term Franchise Agreement dated October 30,1987, with Her Majesty, the Queen in the right of Canada, as herein represented by the Minister of Environment for the right, licence and privilege for the sale of electricity within the Park for a term of 21 years; and WHEREAS Commission Order No. G-65-82 allowed B.C. Hydro to include in its operating expenses payment to Northern Canada Power Commission for the purpose of providing a subsidy to residential customers in the Townsite of Field, B.C.; and WHEREAS Commission Order No. G-88-87 continued the rate subsidy to residential customers to June 30, 1988; and WHEREAS the Commission has determined that the proposal to construct facilities, which includes a review of the general Terms and Conditions of Service, Franchise Agreement, rates and subsidy, under which the utility operates, shall be heard in a public forum. •• /2 FOURTH FLOOR 800 St/iTHE STREET VANCOJVER. BRITISH COLUMBIA UTfLlTrE~ COMMISSION ORDER 2 NUMBER G-36-88 NOW THEREFORE the Commission Orders as follows: 1. A public hearing will be held commencing at 9:00 a.m. local time on Thursday, May 19, 1988 at Mt. Steven Centennial Community Centre, Field, B.C. 2. Yoho will arrange for publication not later than Monday, April 25, 1988 of a Notice of Public Hearing, as per attached copy, in one issue of the Golden Star and other local news publications and community bulletin boards as may properly provide adequate notice to the population of Field and the surrounding area. 3. Yoho is to prepare an Executive Summary, in addition to the one describing its grid project, which is to be filed with the Commission and made available to interested parties on or before April 26, 1988. 4. Yoho is to file with the Commission not later than Friday, .. April 29, 1988 any additional prepared testimony and supplemental material upon which it intends to rely. 5. Interested persons intending to participate in the public hearing should give written Notice of Intention to do so to the Commission Secretary, and to the Applicant, to be received not later than Friday, April 29, 1988. Such Notice should state the nature of the interest in the proceeding. 6. Interested persons intending to file a written submission should provide one copy to the Commission Secretary, and one copy to the Applicant not later than Friday, May 6,1988. (IIYoho") applied April 13, 1988 and the Commission granted approval of the issuance of a Certificate of Public Convenience and Necessity C-1-88 for the supply, sale and distribution of electrical energy within Yoho National Park, B.C. Yoho also applied for approval to construct and operate an electrical grid connection from TransAlta Utilities Corporation Ltd., near Lake Louise on the Alberta-British Columbia border to the existing distribution system at Field, B.C. By Commission Order No. G-36-88, the Commission has ordered a public hearing be held to review the proposal to construct facilities, which shall also include a review of the General Terms and Conditions of Service, Franchise Agreement, rates and subsidy, under which the utility operates. THE PUBLIC HEARING The Commission has set down the Application for public hearing to commence at 9:00 a.m., local time, Thursday, May 19, 1988 at Mt. Steven Centennial Community Centre, Field, B.C. PUBLIC INSPECTION OF THE APPLICATION The Application and supporting material are available for inspection at the offices of Yoho Power Ltd. in Field, B.C. and at 11800 - 1176 West Georgia Street, Vancouver, B.C. A copy of the Application and supporting material is also available for inspection at the office of the British Columbia Utilities Commission, 4th Floor, 800 Smithe Street, Vancouver, B.C. Copies of Executive Summaries are available for inspection in Yoho offices and can be made available to interested parties, upon request, from the Applicant. INTER VENTIONS Any person wishing to be present at the public hearing and to give evidence or cross-examine witnesses should provide written notice, to be received not later than Friday, April 29, 1988, to the Commission Secretary, and to the Applicant. The notice should include a brief statement as to the nature of the interest in the proceedings. SUBMISSIONS BY INTERESTED PERSONS Any person intending to file a written submission should ensure that it is received not later than Friday, May 6, 1988, one copy to the Commission Secretary, and to the Applicant.
