Page, ) Commissioner ) CER TIFICA TE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS on January 26, 1988 Pacific Northern Gas Ltd. ("PNG") applied pursuant to Section 51 of the Utilities Commission Act (lithe Act") for a Certificate of Public Convenience and Necessity for the construction and operation of 6.2 miles of 12 inch loop in two sections east of Terrace in the Copper River Valley; and WHEREAS the looping project is required to provide added security of supply in event of line breaks in the Copper River area; and WHEREAS the Commission has reviewed the application and supporting documentation and is satisfied that the construction and operation of the proposed Transmission looping is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission hereby orders Pacific Northern Gas Ltd. as follows: 1. A Certificate of Public Convenience and Necessity is granted to PNG for the construction and operation of the proposed looping of the transmission line in the Copper River Valley, at an estimated cost of approximately $4.0 million for the total project. 2. PNG is to proceed expeditiously with all necessary arrangements pertaining to the ,acquisition and placement into active service of the proposed transmission line. 3. PNG is required to file monthly construction progress reports detailing the bidding, awarding of contracts and capital cost expectations as the project progresses. •• /2 FOURTH FLOOR, 800 SMITHE STREET.
