McIntyre, Chairman; and J.D. V. Newlands, Deputy Chairman CER TIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS on May 16, 1988 British Columbia Hydro and Power Authority ("B.C. Hydro") applied for a Certificate of Public Convenience and Necessity for the construction and operation of a 185 kilometre, 138 kV wood pole transmission line from the Aiyansh substation to Stewart B.C.; and WHEREAS in order for the construction of the transmission line to be in accordance with the Electric Tariff Terms and Conditions covering the Payment of Costs to Integrate remote Districts, Westmin Resources Limited signed a Letter of Intent dated April 11, 1988 to purchase 36 GWH of electricity for each of the 5 operating years after the in-service date; and WHEREAS the Commission has reviewed the Application and supporting documentation and is satisfied that the construction and operation of the proposed 138 kV transmission line is necessary for the public convenience and properly conserves the public interest. BRITISH COLUMBIA UTILITIES COMMISSION ORDER 2 NUMBER C-3-88 NOW THEREFORE the Commission hereby orders British Columbia Hydro and Power Authority as follows: I. A Certificate of Public Convenience and Necessity is granted to B.C. Hydro for the construction and operation of the proposed Aiyansh to Stewart transmission line at an estimated capital cost of approximately $21.1 million for the total project. 2. B.C. Hydro is to proceed expeditiously with all necessary arrangements pertaining to the acquisition and placement into active service of the proposed transmission line. 3. B.C. Hydro is required to file monthly construction progress reports, in addition to detailing the bidding, awarding of contracts and capital cost expectations as the project progresses.
