Swanson, Q.C., Commissioner o R D E R WHEREAS British Columbia Hydro and Power Authority ("B.C. Hydro") applied by Letter of Application dated August 10, 1989 for a Certificate of Public Convenience and Necessity ("CPCN") pursuant to Section 51(3) of the Utilities Commission Act (lithe Act") to construct and operate a 230 kilovolt transmission line between the Sukunka Substation to Louisiana Pacific Canada Ltd.'s CTM pulp mill (lithe pulp mill") near Chetwynd, B.C., a distance of approximately 35 kilometers; and WHEREAS the Commission, by letters dated August 4 and 21, 1989, requested B.C. Hydro to provide information on the Inter-Ministerial Referral Process and other requirements pertaining to the construction of transmission, switching and substation facilities for supply to the pulp mill; and WHEREAS B.C. Hydro responded on August 25, 1989 to Commission requests and provided a synopsis concerning the Inter-Ministerial Referral Process and other information including the public consultation process; and WHEREAS the Commission has reviewed the information and has determined that the construction and operation of the proposed 230 kV transmission line project from the Sukunka substation to the pulp mill is necessary for the public convenience and properly conserves the public interest •/ 2 SIXTH FLOOR. 900 HOWE STREEt VANCOUVER. NOW THEREFORE the Commission orders as follows: I. A Certificate of Public Convenience and Necessity is granted to B.C. Hy dro to construct and opera te the proposed 230 kilovolt transmission line between the Sukunka Substation to Louisiana Pacific Canada L tdo's CTM pulp mill near Chetwynd, FI.C., a distance of approximately 35 kilometres, and at an estimated total capital cost for the project of approximately $12 million. This Certificate is subject to B.C. Hydro's compliance WiUl the requirements of the Ministry of Crown Lands as stipulated in the Ministry's August 3, 1989 letter to B.C. Hydro (at tached as Appendix A). 2. B.C. Hydro is required to file monthly construction progress repor ts, in addition to de tailing the bidding, awarding of contracts and capital cost expectations as the project progresses.
