Mcintyre, Chairman; J.D. V. Newlands, Deputy Chairman; N. Martin, Commissioner; and H.J. Page, Commissioner ORDER WHEREAS Commission Order No. G-7-88 approved British Columbia Hydro and Power Authority's ("B.C. Hydro") Application to amend its flIed Gas Tariff Rate Schedules as a result of revised 1987 calendar year gas tolls from its supplier Westcoast Transmission Company Limited ("Westcoast"); and WHEREAS on February 24, 1988, Commission that the refund received from the 1987 Westcoast ToU changes, Interruptible credits for November and December, 1987 and accrued interest, amounted to approximately $4 million; and WHEREAS on April 21, 1988, B.C. Hydro advised the Commission that the average refund was equivalent to $4.50 per residential, $35.00 per commercial and $3,800 per interruptible customer; and WHEREAS the Commission has considered all of the foregoing. NOW THEREFORE the Commission orders British Columbia Hydro and Power Authority as follows: 1. The Commission requires that the 1987 calendar year Westcoast gas toll credits amounting to approximately $4 million be returned to customers based on actual volumes consumed. Costs associated with the refunding procedure, including programming, are to be absorbed by B.C. Hydro. 2. The refund is to appear as a credit on all customer bills during the next regular cycle billing period following reprogramming. For residential customers who have left B.C. Hydro's billing system prior to May 1, 1988, B.C. Hydro is not required to refund such credi ts. FOURTH FLOOR. 800 SMITHE STREEt VANCOUVER, B.C. 3. B.C. Hydro will advise all affected customers, by way of a Customer Bill Notice or Insert, the reasons for the refund. 4. B.C. Hydro will provide the Commission with a reconciliation schedule showing a summary of the amounts credited to customer accounts, the amounts refunded to prior customers and the amounts retained.
