BEFORE: J.G. McIntyre, Chairman; and J.D. V. Newlands, Deputy Chairman o R D E R WHEREAS ICG Utilities (British Columbia) Ltd. ("ICG") applied December 14, 1988 to amend 1t s filed Gas Tariff Rate Schedules for service by ICG in the Fort St. John District to be charged to its customer, Balfour Forest Products Inc. - Peace Wood Products Division ("Balfour"); and WHEREAS the tariff determined for Balfour was negotiated by reaching a rate competitive with the cost of by-passing the utility's gas system and also providing for a contribution to ICG's margins including both fixed and variable costs; and WHEREAS the industrial rate charged to Balfour for natural gas service will result in a rate shift to other non-industrial customers; and WHEREAS the Commission has reviewed the Application and supporting material and finds that the filing of an amendment to its filed Gas Tariff Rate Schedules is necessary and in the public interest. NOW THEREFORE the Commission hereby orders ICG Utilities (British Columbia) Ltd. as follows: 1. The Commission accepts consumption on and after January I, 1989, for charged to Balfour Forest Products Inc. - Peace Wood Products Division, : Original Page 30(b) - Small Industrial Service Rate No.8 (SIS-8). 2. The lost revenues as a result of the negotiated rate to Balfour will be set up in a deferral account, the disposition of which will be determined by a future Commission Order. 3. ICG will deal with the deferral account in a future submission to the Commission that should be filed on or before January 31, 1989.
