Limited BEFORE: J.G. McIntyre, Chairman; J.D. V. Newlands, Deputy Chairman; W.M. Swanson, Q.C., Commissioner; and W.A. Best, Commissioner o R D E R WHEREAS Northland Utilities (B.C.) Limited ("Northland") applied December 20, 1988 pursuant to the Utilities Commission Act ("the Act") for a Commission Order granting a general rate increase of 8.28% applicable uniformly to all classes of service in the Dawson Creek Division, effective with consumption on and after February 20, 1989; and WHEREAS the Application is to permit Northland to recover a fair rate of return on common equity for the calendar years 1989 and 1990; and WHEREAS the Commission has reviewed the Application and supporting documentation and is satisfied that the intent of the Application is in the public interest; and WHEREAS the Commission beJieves that the interim increase should reflect the applied for revenue requirement in each of the two test years. NOW THEREFORE the Commission hereby orders Northland Utilities (B.C.) Limited as follows: I. The requested 8.28% increase over existing rates, to become effective February 20, 1989, is denied. 2. An increase of 6.51 %, effective January 20, j 989 will be permitted to be recovered from the Dawson Creek, B.C. customers on an interim basis, with the interim increase to be subject to refund with interest calculated at the average prime rate of the principal bank with which f'.!orthland conducts its business. The Commission will accept, subject to timely filing, Gas Tariff Rate Schedules amended in accordance with the terms of this Order effective with consumption on and after January20, 1989. 4. For the 1990 test year, an increase of 1.79b over existing rates will he allowed effective January J, 1990, subject to confirmation at a public hearing. 5. The matter of a public hearing of the Application will be the subject of a further Order of the Commission.
