Best, Commissioner o R D E R WHEREAS West Kootenay November 28, 1988 pursuant to Section 67 of the Utilities Commission Act ("the Act") for a Commission Order granting a rate increase of 6.7% applicable uniformly to all classes of service, effective with consumption on and after January I, 1989; and WHEREAS the Commission Order No. G-I07-88 approved the Applicant's request for increased rates on an interim basis effective January I, 1989; and WHEREAS the Commission now requires the Application be set down for public hearing. NOW THEREFORE the Kootenay Power Ltd. as follows: I. A public hearing is to commence at 9:00 a.m. local time, Tuesday, February 28, 1989 1919 Columbia Avenue, Rossland, B.C. 2. WKP will arrange January 4, 1989 of a Notice of Public Hearing, as per attached copy, in one issue each of the Vancouver Sun, The Province and such other appropriate local news publications as may properly provide adequate Notice to the population in the service area of the utility. The Application and supporting material is to be made available for inspection at the Head Office of West Kootenay Power Ltd., Waneta Plaza, 8100 Rock Island Highway, Box 130, Trail, B.C., VI R 4L4; and at its District Offices located at Castlegar, Crawford Bay, Creston, Grand Forks, Greenwood, Kaslo, Kelowna, Keremeos, Oliver, Penticton, Salmo, South Siocan, and Trail, B.C. The Application and supporting material is also available for inspection at the office of the British Columbia Utilities Commission, Fourth Floor, 800 Smithe Street, Vancouver, B.C. 4. WKP is to prepare an Executive Summary of the Application which will be filed with the Commission by January 13, 1989 and distributed to Intervenors and Interested Persons as they become registered with the Commission. 5. WKP is to file with the Commission not later than January 13, 1989 any additional prepared testimony and supplemental material upon which it intends to rely. 6. Intervenors and Interested Persons intending to be present and participate in the public hearing should give written Notice of Intention to do so to the Commission Secretary and to the Applicant, to be received not later than January 20, 1989. Such Notice should state the nature of the interest in the proceeding. 7. Intervenors and Interested Persons intending to file a written submission should provide one copy to the Commission Secretary, and one copy to the Applicant, to be received not later than February 7, 1989. ("WKpn) applied November 28, 1988 for a general increase in electrical rates of 6.7?-6 to become effective January 1, 1989. The Commission, by Order No. G-l 07 -88, authorized an interim increase of 6.7% over existing rates, subject to refund with appropriate interest, to be confirmed at a public hearing. THE PUBLIC HEARING The Commission has set down the Application for public hearing commencing at 9:00 a.m. local time, Tuesday, February 28, 1989 at the Uplander Hotel, 1919 Columbia Avenue, Rossland, B.C. The Division of the Commission named to review the Application will comprise of the following Commission members: Mr. J.D. V. Newlands, Deputy Chairman and Chairman of the Division Mr. \V.M. Swanson, Q.C., Commissioner "-ir. W. A. Best, Commissioner PUBLIC INSPECTION OF THE APPLICATION The Application and supporting material is available for inspection at the Head Office of West Kootenay Power Ltd., Waneta Plaza, 8100 Rock Island Highway, Box 130, Trail, B.C. An Executive Summary of the Application is to be prepared and made available for inspection in WKP offices and will be distributed by the Applicant to Intervenors and Interested Persons as they become registered with the Commission. INTERVENTIONS Any person intending to be present at the public hearing and to give evidence or cross-examine witnesses should provide written notice, to be received not later than January 20, 1989, to the Commission Secretary and to the Applicant. The notice should include a brief statement of the nature of the interest in the proceedings. SUBMISSIONS BY INTERESTED PERSONS Any person intending to file a written submission must do so by February 7, 1989, one copy of the submission to be sent to the Commission Secretary and one copy to the Appl icant. CLARIFICATION Persons intending to participate in the public hearing, and who are uncertain as to the manner in which to proceed, may contact R.J. Pellatt, Commission Secretary, or B.
