(1ICG") filed for Commission approval an Application, dated March 23 and amended March 30, 1989, for perrnanent increases in rates charged residential and commercial customers as a result of the impact of the changes in Industrial Sales and Transportation Service Rates to Canadian Forest Products Ltd. approved by Commission Order No. G-I 03-88 effective December I, 1988, and to Balfour Forest Products Inc. approved by Commission Order No. G-il 0-88 effective January I, 1989; and WHEREAS Commission Order Nos. G-I03-88 and G-IIO-88 required ICG to deal with the lost utility margins and deferral account in a future submission to the Commission; and WHEREAS ICG applied in the amended March 30, 1989 Application, to recover the deferral accc>unt balance for the period December I, 1988 and January I, 1989 to March 31, 1989, by way of a temporary Rider on existing filed Tariff Rate Schedules until such time as the deferral account has been arnortized; and WHEREAS the Commission has considered the Application and is satisfied that it properly conserves the public interest. . .. /2 FOUR1H FLOOfl,800 SMI1HE SfRFET B.C V6l2Et CANADA TELEPHONE 6604700, TELEX 04·54536, RAPICOM' 120 (604) 6601102 W·l105
2 NOW THEREFORE the Commission orders ICG Utilities (British Columbia) Ltd. as follows: I. The Commission approves effective May J, permanent increase of $0.169 per GJ in rates charged to residential and commercial customers in order to recover the decrease in revenue from competitive industrial rates and accepts for filing Gas Tariff Rate Schedules as follows: Seventh Revision of Pages 27, 28 and 29. 2. The Commission approves the use of a Rider of $0.05 per GJ for all gas consumption to residential and commercial customers, in order to recover the revenue shortfall accumulated in the deferral account previously approved by Commission Order Nos. G-I 03-88 and G-Il 0-88. 3. leG, hy way of customer notice, is to inform customers of the permanent rate increase and temporary Rider, their effect on monthly gas bills and reasons for the increased rates effective May 1, 1989.
