Swanson, Q.C., ) Commissioner ) o R D E R WHEREAS Northland Utilities (B.C.) Limited ("Northland") applied December 20, 1988 pursuant to the Utilities Commission Act (lithe Act") for a Commission Order granting a general rate increase of 8.28% applicable uniformly to all classes of service in the Dawson Creek Division, effective with consumption on and after February 20, 1989; and WHEREAS Commission Order No. G-I-89 approved an increase in rates on an interim basis, effective January 20, 1989, in the amount of 6.51 % for the 1989 test year and an additional 1.7% over existing rates, effective January I, 1990, for the 1990 test year; and WHEREAS the Commission has considered the matter and has determined that the Application shall be heard in a public forum. NOW THEREFORE the Commission orders as follows: 1. A public hearing will be held commencing at 9:00 a.m. local time on Tuesday, April II, 1989 at the George Dawson Inn, 11705 - 8th Street, Dawson Creek, B.C. 2. Northla nd is to prepare an Executive Summary of the ;\ppiication which will be filed with the Commission by 1\1arch 3, 1989 and distributed to Intervenors and Interested Persons as they become registered with the Commission. 4. Northland is to file with the Commission not later than Friday, ~1arch 17, 1989 any additional prepared testimony and supplemental material upon which it intends to rely. 5. Interested persons intending to participate in the public hearing should give written Notice of Intention to do so to the Commission Secretary, and to the Applicant, to be received not later than Friday, \1arch 24, 1989. Such Notice should state the nature of the interest in the proceeding. 6. Interested persons wishing to file a written submission or having questions for the Applicant should provide one copy to the Commission Secretary, and one copy to the Applicant not later than Friday, 1\larch 31, 1989. 7. The Commission requests the Applicant to review the regulatory process and make suggestions, if any, which would enhance it, from the perspective of the consumers, management/employees and investors. Northland is to file those suggestions not later than March 17,1989, in order that all such factors may be considered in the Commission's Decision on the Application. Limited ("Northland") applied December 20, 1988 to amend its filed Gas Tariff Schedules at its Dawson Creek Division to incorporate an increase in rates of 8.28% to all customers effective February 20, 1989. Commission Order No. G-I-89 approved an interim increase in rates subject to refund effective January 20, 1989, in the amount of 6.51 % for the 1989 test year .and an additional 1.7% over existing rates effective January I, 1990 for the 1990 test year. THE PUBLIC HEARING The Commission has set down the Application for public hearing to commence at 9:00 a.m. local time, Tuesday, April 11,1989 at the George Dawson Inn, 11705 - 8th Street, Dawson Creek, B.C. Division of the Commission named to review the Application will comprise of the following mission members: Mr. J.D. V. Newlands, Deputy Chairman, and Chairman of the Division Mr. W.M. Swanson, Q.c., Commissioner Mr. W.A. Best, Commissioner In addition to the matters addressed in the Application, the Commission requests the Applicant to review the regulatory process and make suggestions, if any, which would enhance it, from the perspective of consumers, management/employees and investors. PUBLIC INSPECTION OF THE APPLICATION The Application and supporting material are available for inspection at the offices of Northland in Dawson Creek, B.C. and at their Executive Offices at 10035 - 105 Street, Edmonton, Alberta. A copy of the Application and supporting material is also available for inspection at the office of the British Columbia Utilities Commission, 4th Floor, 800 Smithe Street, Vancouver, B.C. An Executive Summary of the Application is to be prepared and made available for inspection in Northland offices and will be distributed by the Applicant to Intervenors and Interested Persons as they become registered with the Commission. INTER VENTIONS Any person wishing to be present at the public hearing and to give evidence o-r cross-examine witnesses should provide written notice, to be received not later than Friday, March 24, 1989 to the Commission Secretary, and to the Applicant. The notice shoUld include a brief statement as to the nature of the interest in the proceedings. SU8\HSSIONS BY INTERESTED PERSONS Any person intending to file a written submission or to make a request for additional information of the Applicant should ensure that it is received not later than Friday, March 31, 1989, one copy to the Commission Secretary, and one copy to the Applicant. CLARIFICATION Persons intending to participate in the public hearing, who are uncertain as to the manner in which to proceed, may contact R.J. Pellatt, Commission Secretary, or Mr. S.S.
