Swanson, Q.C., Commissioner ORO E R WHEREAS Commission Order accounting and regulatory treatment Management Service - Demand-Side Management ("OSM") Programs for West Kootenay Power Ltd. BR1Tl~H COLUMBIA UTILITIES COMMISSION I 2 ORDER NUMBER __G-_38_-90_ _ WHEREAS the Commission has reviewed the WKP DSM program and is satisfied that approval of such funding is necessary and in the public interest. NOW THEREFORE the Commission orders WKP as follows: 1. The Commission approves the extension of DSM programs approved under Rate Schedule 90 - Energy Management Service to the customers of the municipal wholesale utilities. 2. Commission approval of the above-noted DSM program is conditional upon the municipal wholesale customers providing WKP with satisfactory written assurance that if a wholesale customer leaves the WKP supply system the unamortized balance remaining in such grant, loan or deferred account be repaid in full to WKP by the exiting municipal wholesale customers. 3. The municipal wholesale customers will be responsible for all administrative and promotional costs associated with the implementation of such programs that will be offered to individual customers of the municipal utility.
