McIntyre, ) Chairman; ) N. Martin, ) May 4,1990 Commissioner; and ) W.M. Swanson, Q.C., ) Commissioner ) o R D E R WHEREAS British Columbia Hydro and Power Authority ("B.C. Hydro") applied by Letter of Application dated March 9, 1990 for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Section 51 (3) of the Utilities Commission Act ("the Act"), to construct and operation a 138 kilovolt transmission line between its Vancouver Island Terminal ("VIT") and Fletcher Challenge Canada Limited's pulp mill near Crofton, B.C., a distance of approximately 5.5 kilometres; and WHEREAS the Commission by letter dated March 14, 1990 requested B.C. Hydro to provide additional information on the project, including electric and magnetic field ("EMF") readings on adjacent properties; and WHEREAS B.C. Hydro responded to the Commission request on April 2 and 23, 1990 including sample EMF readings adjacent to the proposed line; and WHEREAS the Commission has reviewed the information and has determined that the construction and operation of the proposed 138 kilovolt transmission line from VIT to Crofton, B.C. is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to B.C. Hydro to construct and operate the proposed 138 kilovolt transmission line between VIT and the pulp mill at Crofton, B.C., along the existing transmission line corridor, a distance of approximately 5.5 kilometres. This CPCN is subject to B.C. Hydro's compliance with the requirements of Provincial Government agencies including the Ministries of Environment and Parks with respect to impacts on Eves Provincial Park. . .. /2 SIXTH FLOOR, 900 HOWE STREET, VANCOUVER, B.C. 2 2. B.C. Hydro is required to file monthly construction progress reports, in addition to detailing the bidding, awarding of contracts and capital cost ex.pectations as the project progresses.
