John on September 10, 1990, the Ministry of Environment is prepared to recommend approval of this project, subject to the following conditions: 1. COllstructlQn Cam12§. - it is the Ministry's understanding, based on the Sept. 10 meeting, that camp refuse is to be trucked out from the two camps which will be established. This material must be disponed of in an approved landfill site. If the Company intends on utilizing surface water for camp use, an Approval under the water Act is required. If surface water use is necessary for a period longer than 6 months, a water Licence may be required. Applications for Approval short term use have been sent to the Company. The Company is urged to submit the complete applications immediately if surface water use is planned. 2. .QJs12Qsal_Qf~h!.E!ngQn~Q....!tLniLTQ.h'.Q.r§ - at the September ] 0 meeting the Company was apprised of Ministry concerns that material of this nature from other projects has, in the past, resulted in wildlife impacts (strangulation, crippling, etc.). The Company will be expected to dispose of this material in a manner acceptable to the Ministry. This requirement will be recommended to the Ministry of Crown Lands as a condition of grantinq a Hjght of Way pC!rmit.
- 2 -3. stream Crossir!9§ - the Company is aware that this aspect of the project results in the most significant of the Ministry concerns. For each crossing, the Ministry has requested that the Company provide an assessment of fish habitat values 100 metres upstream and 500 metres downstream. This information can be gathered by the Company or with the assistance of Ministry staff (contact: T. Down or B. Webster of the Ministry's Fort st. John office). If Ministry staff are to be involved in this work, the Company should contact the Fort st. John office during the first week of October. For some stream crossings, a Bailey bridge may be required. Of particular concern are the proposed crossings of the Hay niver, Little Hay River and Fire Creek. The Ministry will require that the Company apply for a Water Act Approval for changes In an About a stream. The Approval, when granted, will set out the conditions under which the Company can proceed with instream work for the stream crossings. To expedite the approval process, copies of the drawings of the crossings should be sent to the Ministry's Fort st. John office, attention: B. Webster, Fish and Wildlife Branch, and a copy to the Ministry's Prince George office, attention: U. Finger, Water Management Branch. Mr. Finger can be contacted at 565-6435 if more information is required regarding Water Act Approvals.
