McIntyre, ) Chairman; ) N. Martin, ) April 30, 1990 Commissioner; and ) H.J. Page, ) Commissioner ) o R D E R WHEREAS British Columbia Hydro and Power Authority (IIB.C. Hydro") filed on October 11, 1989, pursuant to the Utilities Commission Act (lithe Act"), an Interim Rate Application to increase its Electric Tariff Rate Schedules by 3 percent effective November 15, 1989 which was subsequently approved by Commission Order No. G-49-89 on an interim basis subject to refund after a Hearing as affirmed by Commission Order No. G-60-&9; and WHEREAS Commission Order No. G-49-89, required B.C. Hydro to file a full and complete Application by November 30, 1989, and set down a public hearing to commence on February 5, 1990; and WHEREAS B.C. Hydro filed on November 30, 1989 its full Application and requested further increases in electric rates of 3 percent effecti ve April 1, 1990 and an additional 3 percent effecti ve April 1, 1991; and WHEREAS B.C. Hydro requested that paragraph 5 of Commission Order No. G-26-82 be rescinded effective April 1, 1990 and that the balance in the Rate Stabilization Account (IIRSA") be taken into general revenue; and WHEREAS Commission Order No. G-63-89 provided details of a pre-hearing conference of December 14, 1989 and advised of required deadline dates for the public hearing; and •••/ 2 SIXTH FLOOR. 900 HOWE STREET. BRITI~H COLUMBIA UTILITIES C3MMlSSION 2 ORDER NUMBER G-31-90 WHEREAS Commission Order 010. G-5-90 set a second pre-hearing conference pertaining to the Application for January 26, 1990 and postponed the public hearing date by one week to February 12, 1990; and WHEREAS the Commission considered the Application and evidence adduced, all as set forth in the Decision accompanying this Order. NOW THEREFORE the Commission, for reasons stated in the Decision, orders as follows: 1. The Electric Tariff Rate Schedules of B.C. Hydro that reflect the 3 percent interim increase effective November 15, 1989 and accepted by the Commission pursuant to Order No. G-49-89 are determined to be in excess of revenue requirement and a refund is ordered. The Commission approves as firm, an increase of 1.5 percent effective November 15, 1989, an additional increase of 1.5 percent effective April 1, 1990, and a further increase of 1.5 percent effective April 1, 1991. 2. B.C. Hydro is to proceed with refunds to its customers of record in the period November 15, 1989 through April 30, 1990. Refunds are to include interest calculated as specified in Order No. G-49-89. 3. The Commission will accept, subject to timely filing, amended Electric Tariff Rate Schedules which conform to the terms of the Commission's Decision. A reconciliation schedule is required to be filed concurrently. 4. Energy charges on the amended Transmission Service Electric Tariff Schedules are to be rounded to the nearest thousandth of a cent. 5. Paragraph 5 of Order No. G-26-82 is rescinded, effective April 1, 1990, and the balance in the Rate Stabilization Account is to be transferred into general revenue. 6. A new Rate Stabilization Account is to be created effective April 1, 1990 and B.C. Hydro is directed to credit to this account annually, all net income in excess of the 1.3 interest coverage ratio specified by Special Direction No.3 to the Commission. 7. B.C. Hydro is directed to file a Rate Design Application with the Com mission by December 1, 1990. 8. B.C. Hydro shall comply with all directions contained in the Decision accompanying this Order.
