Newlands, ) November 15, 1990 Deputy Chainnan; and ) N. Martin, ) Commissioner QRDER WHEREAS: A. By Application dated October 22, 1987 and pursuant to Sections 34, 35 and 69 of the Utilities Commission Act ("the Act"), the Regional District of Mount Waddington ("the District") applied for a Commission Order requiring British Columbia Hydro and Power Authority ("B.C. Hydro") to extend electric service to Winter Harbour, B.c.; and B. Additional infomlation concerning the Application was filed by B.C. Hydro and the District during 1988 resulting in Commission Order No. 0-90-88, setting the Application down for public he,uing commencing November 29, 1988; and C. Commission Order No. 0-108-88 ordered the public hearing be adjourned on November 30, 1988 in order for the parties to enter into negotiations to resolve the means by which Winter Harbour could be served, along with the setting of the resumption of the hearing to January 17, 1989; and D. By Order No. 0-4-89 dated Janu<u'y 17, 1989 the Commission ordered the public hearing be adjourned, sine die, in order for the parties to complete an agreement for extension of electrical service to Winter 11arbour; <UId E. An agreement was reached between B.c. Hydro and the District with the electtical extension to Winter Harbour being energized 011 June 15, 1990; and F. On July 27,1990 B.C. Hydro applied to the Commission for approval to vary the Terms and Conditions of the Electric Tariff concerning the extension of electric service to Winter Harbour and for B.C. Hydro's method of financing and collectioll of the customer contribution amounting to $477,900 by way of a surcharge of $0.1155/kW.h to be collected over a period of 48 months; and O. On October 29, 1990 the District advised the Commission that the com m unity at Winter Harbour was satisfied with the line and method of collection of the surcharge; and H. The Commission has considered the Application and is satisfied that the collection of the customer contribution by way of a surcharge on kilowatt hour consumption is necessary and in the public interest. .. ./2
2 NOW THEREFORE the Commission orders as follows: 1. The Application by B.C. Hydro for a variance to the Electric Tariff to permit the collection of a customer contribution by way of a surcharge on electrical consumption amounting to $0.1155/kW.h, is approved. 2. The public hearing into the Application by the District, adjourned by Commission Order No. 0-4-89, is concluded.
