Newlands, ) Deputy Chainnan; ) May 8,1991 N. Martin, ) Commissioner; and ) W.M. Swanson, Q.c., ) Commissioner ) o R D E R WHEREAS: A. On April 12, 1991 West Kootenay Power Ltd. ("WKP") applied for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Section 53 of the Utilities Commission Act (lithe Act"), to construct and operate a 230 kV transmission line between the Bentley sub-station and Oliver sub-station; and B. The project is required for improving supply reliability and operational flexibility of the system and will utilize an existing right-of-way corridor presently being used by a 63 kV transmission line that will be removed from service; and C. The Commission has reviewed the Application and had determined that the construction and operation of the proposed 230 kV transmission line, to be initially energized at 170 kV, from the Bentley sub-station to the Oliver sub-station, is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to WKP to construct and operate through the existing right-of-way corridor a 230 kV transmission line, to be initially energized at 170 kV, from the Bentley sub-station to the Oliver sub-station. 2. Prior to commencing construction, WKP, shall advise adjacent property owners and residents, of the nature and timing of the work to be done, and shall explain or resolve any issues which may be raised by the public during the information process. 3.
