Newlands, ) Deputy Chairman; and ) October 10, 1991 K.L. Hall, ) Commissioner ) o R D E R WHEREAS: A. On September 5, 1991 BC Gas Inc. - Inland Division ("BC Gas"), pursuant to Section 51 of the Utilities Commission Act, applied to the Commission for a Certificate of Public Convenience and Necessity (tlCPCN") to construct and operate a gas distribution system to serve Green Lake, B.C. and surrounding unincorporated areas; and B. On September 23, September 25 and October I, 1991, BC Gas responded to Commission requests and provided information concerning the project including estimated capture rates, capital cost and revenue test details; and C. The Commission has reviewed the information and has determined that the construction and operation of the proposed natural gas distribution facilities is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to BC Gas to construct and operate a natural gas distribution system to serve Green Lake, B.C. and surrounding unincorporated areas. 2. BC Gas is required to file as soon as possible a final report on the project construction costs. 3. BC Gas is required to file annually a report on actual sign ups, actual sales volumes by account and an updated cost to net revenue comparison including costs of all services added to that date.
