IN THE MA TIER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN THE MA TIER OF an Application by Centra Gas British Columbia Inc. BEFORE: J.G. McIntyre, ) Chairman; ) J.D.V. Newlands, ) November 15, 1991 Deputy Chairman; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On October 31, 1991 Centra Gas British Columbia Inc. Fort St. John Division ("Centra Gas") applied for Commission approval to pass-through a decrease in the cost of gas from its supplier effective November 1, 1991; and B. Centra Gas also applied to pass-through certain uncontrollable cost increases in the amount of $0. 14/GJ effective November 1, 1991; and C. Centra Gas also requested Commission approval to apply an over collection of $38,470, received from a rider approved by Commission Order No. G-19-89, to the loss of margin from its Scurry-Rainbow Oil Limited contract covered by Small Industrial Service Rate No.6 effective April 17, 1991; and D. The Commission has reviewed the filing and finds that matters described within the Centra Gas Application be dealt with individually. NOW THEREFORE the Commission orders as follows: 1. A cost of gas decrease for Centra Gas Fort St. John Division of $0.078/GJ for residential/commercial customers and $0.133/GJ for industrial customers is to be passed-through in rates effective November 1, 1991. 2. The pass-through of uncontrollable costs of $0. 14/GJ identified by Centra Gas in its Application is denied. 3. Centra Gas is to file a 1992 general revenue requirements Application by December 10, 1991, and provide a detailed review ofinter-company charges study and methodology before the end of February, 1992. 4. Centra Gas is to maintain its deferral account for the loss of margin from its Scurry-Rainbow contract covered by Small Industrial Service Rate No.6. 5. Centra Gas is to refund by January, 1992 the over collection of $62,057 received from the Balfour Forest Products Inc. and Canadian Forest Products Ltd. rider, along with interest accrued on the balances at the average prime rate, to the date of refund. . . ./2 SIXTH FLOOR, 900
