On October 29, 1991, BC Gas Inc. - Columbia Division ("BC Gas") applied for Commission approval to pass-through to customers increased gas purchase costs effective November 1, 1991; and B. BC Gas also requested that Gas Tariff rates for Rate Schedule 5, Natural Gas Vehicle ("NGV") Fuel Service be maintained at existing levels and indicated that such rates were competitive; and C. The Commission has reviewed the filing and finds that the matters described within the BC Gas Application must be dealt with individually. NOW THEREFORE the Commission orders as follows: 1. The pass-through to customers of gas purchase costs from BC Gas' suppliers is approved effective for the gas contract year commencing November 1, 1991. 2. The decrease in the forecast cost of purchased gas from the BC Gas Inland Division, as part of the pass-through Application is approved on an interim basis, subject to refund with interest, and will be decided following the BC Gas Phase A, Rate Design Hearing commencing on December 3, 1991 in Vancouver, B.C. 3. BC Gas is to maintain gas rates charged for NGV service at existing rate levels and to set up a deferral account effective November 1, 1991 to capture the difference in gas costs not passed through to customers. 4. BC Gas is to set up a deferral account to record the differences between the actual cost of gas charges and the cost of gas embedded in its rates, during the month of October, 1991. 5.
