Newlands, ) July 7, 1992 Deputy Chainnan; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On May 19, 1992 West Kootenay Power Ltd. (ttWKPtt) applied for a Certificate of Public Convenience and Necessity (ttCPCN tt ), pursuant to Section 51 of the Utilities Commission Act (ttthe Act tt ), to construct and operate a 138 kV transmission line tap from an existing 138 kV transmission line near the intersection of Brentwood Road and Highway 33 to the Joe Rich Substation at Daves Creek in Kelowna, B.C. a distance of approximately 4.3 km; and B . The project is required to improve system capacity in the Big White area and will replace an existing 13 k V distribution line; and C. The Commission has reviewed the Application and has determined that the construction and operation of the proposed 138 kV transmission line upgrading project is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to WKP to construct and operate a 138 kV transmission line, near the intersection of Brentwood Road and Highway 33 to the Joe Rich Substation at Daves Creek in Kelowna, B.C., a distance of approximately 4.3 km on routes designated by WKP drawing 74-92-502-1, provided that all necessary permits, licences and easements are obtained. 2. Prior to commencing construction, WKP, shall advise adjacent property owners and residents, of the nature and timing of the work to be done, and shall explain or resolve any issues which may be raised by the public during the information process. 3.
