Hall, ) October 17, 1991 Commissioner; and ) F.C. Leighton, ) Commissioner ) o R D E R WHEREAS: A. On September 23, 1991 Squamish Gas Co. Ltd. ("Squamish Gas") advised the Commission that it had ceased collecting the Propane Cost Rider effective August 1, 1991 consistent with the supply of natural gas to the underground grid system from the Vancouver Island Natural Gas Pipeline; and B. Squamish Gas applied to the Commission for approval to transfer the credit balance in the Propane Cost Deferral Account to the utility'S cost of service requirements under the Rate Stabilization Agreement; and C. The Commission in its February 27, 1991 Decision and Order No. G-22-91 required that when natural gas begins to flow to customers in the Squamish Gas grid system that any remaining credit balance in the Propane Cost Deferral Account, be returned. NOW THEREFORE the Commission orders as follows: 1. The credit balance of approximately $11,000 in the Squamish Gas, Propane Cost Deferral Account is to be refunded to customers, with interest at the average short-term borrowing rate for the utility, based on each customer's most recent 12 months of actual propane consumption. 2. Squamish Gas is to provide customers with a bill stuffer explaining the refund.
