IN TIlE MATTER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN TIlE MATTER OF an Application by BCGas Inc. BEFORE: J.G. McIntyre, ) Chainnan; and ) N. Martin, ) March 27, 1992 Commissioner ) o R D E R WHEREAS: A. On March 27, 1992 BC Gas Inc. ("BC Gas") filed with the Commission for approval, four Interruptible Gas Sales Agreements with Poco Petroleums Ltd., Canadian Hunter Marketing Ltd., Unigas Corporation and Coastal Gas Marketing ("the Agreements"), all dated March 27, 1992 covering off-system gas sales for the month of April 1992; and B. The Agreements would allow the purchase of 70,284 MMBtulday of BC Gas' excess capacity or "valley gas" for the one month commencing April 1, 1992; and C. The Agreements will provide a contribution to reduce the costs allocated to core market customers as well as associated load factor benefits to long-term gas purchase contracts; and D. Delivery under Poco Petroleum's Agreement requires gas to be transported on the Inland Division system, under Rate Schedule 23 - Interruptible Transportation Service, through the East Kootenay Link to Alberta Natural Gas Co. Ltdo's pipeline near Yahk, B.C.; and E. The Commission has reviewed the Agreements and finds that approval for the month of April 1992 is appropriate and in the public interest NOW THEREFORE the Commission orders BC Gas as follows: 1. The Commission approves the Agreements for the month of April 1992 only. 2. Core market contributions are to be accounted for in the deferral account established by Commission Order No. E-2-92. 3. The March 27, 1992 Rate Schedule 23 - Interruptible Transportation Service Agreement between BC Gas and Poco Petroleums Ltd., is approved subject to timely filing in standard tariff supplement format.
