G-107 91 IN THE MATTER OF the Utilities Commission Act, S.B.C. 1980, c. 60, as amended and IN THE MATTER OF an Application by Hemlock Valley Electrical Services Limited BEFORE: I.G. McIntyre, ) Chainnan; and ) N. Martin, ) November 7, 1991 Commissioner ) o R D E R WHEREAS: A. On August 1, 1991, Hemlock Valley Electrical Services Limited ("HYES") filed for Commission approval, an Application for a permanent rate increase pursuant to Section 67 (2) of the Utilities Commission Act ("the Act"), and for interim rate relief of 2.0¢/kW.h on all customer consumption effective September 1, 1991, pursuant to Sections 67(2) and 106(1) of the Act; and B. On September 23, 1991 the Commission issued Order No. G-87-91 which approved the interim increase requested in the HVES Application of 2.0¢/kW.h effective September 1, 1991 and advised that the matter of a public hearing would be the subject of a future Commission Order; and C. The Commission has reviewed the comments received from HYES' customers and from the Hemlock Valley Ratepayers' Association ("HVRA") and has concluded that the cost of a public hearing to the utility and customers, is not in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission will accept written comments on the Application with such submissions to be filed with the Commission Secretary on or before December 20, 1991. 2. The Commission will, following a review of the HVES Application and written responses from customers, interested parties and the Applicant, make a final determination on the Application for a permanent rate increase. 3. NOTICE TO HEMLOCK VALLEY ELECTRICAL SERVICE CUSTOMERS On August 1, 1991, Hemlock Valley Electrical Services Limited ("HVES") filed, for Commission approval, an Application for a permanent rate increase pursuant to Section 67(2) of the Utilities Commission Act (lithe Act"), and for interim rate relief of 2.0¢/kW.h on all customer consumption effective September 1, 1991, pursuant to Sections 67(2) and 106(1) of the Act. The Commission has reviewed comments received from HVES' customers and from the Hemlock Valley Ratepayers' Association ("HVRA") and has concluded that the cost to the utility and customers, of a public hearing into the HVES Application is not in the public interest The HVES Rate Application will be made available for inspection in the HVES general office and at the office of the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. Upon request, HVES is to provide a copy of the Application to interested parties. The Commission will accept written comments on the Application with such comments to be filed with the Commission Secretary on or before December 20, 1991. The Commission will, following a review of the HVES Application and written responses from customers, interested parties and the Applicant, make a fmal determination on the Application for a permanent rate increase.
