On November 3, 1992 BC Gas Inc.- Lower Mainland, Inland and Columbia Divisions ("BC Gas") applied to the Commission for approval of cost of gas changes for the gas contract year commencing November 1, 1992; and B . Cost of gas changes for the Lower Mainland and Inland Divisions were to be applied to be offset by a drawdown in the VWCapacity Utilization Deferral Account that was approved by the February 21, 1992 Commission Decision in the BC Gas Phase A Gas Cost public hearing; and C. Cost of gas changes for the Columbia Division were to be flowed-through to customers. In addition, peaking volumes were to be reduced and unutilized capacity was to be used to make off-system sales in summer months; and D. A Columbia division deferral account was to be set up to record any credits resulting from off-system sales to apply to the benefit of the utility'S core market customers; and E. The Commission has reviewed the Application and supporting material and is satisfied that approval is necessary and in the public interest. NOW THEREFORE the Commission orders BC Gas as follows: 1. Cost of gas changes for the Lower Mainland and Inland Divisions are to be offset by a drawdown in the ¥Wcapacity Utilization Account effective November 1, 1992. 2. Cost of gas changes for the Columbia Division are to be flowed-through to customers effective November 1, 1992 and peaking capacity is to be reduced and unutilized capacity used to make off-system sales. . . ./2 (
2 3. A deferral account for the Columbia Division is to be set up to capture any differences in margins received from off-system gas sales credits, effective November 1, 1992. 4. The Commission will accept, subject to timely filing by BC Gas, amended Gas Tariff Rate Schedules which incorporates cost of gas changes approved by this Order, effective November 1, 1992. 5. BC Gas, by way of Customer Notice, is to inform all affected customers in the Columbia Division of the tariff changes approved by this Order.
