Newlands, ) June 12, 1992 Deputy Chainnan; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On February 21, 1992, pursuant to Section 18 of the Utilities Commission Act ("the Actff), BC Gas Inc. (ffBC Gas ff ) submitted an Energy Project Certificate Application to the Minister of Energy, Mines and Petroleum. Resources ("the Minister") to construct and operate a 24.3 km, 1,067 mm (42-inch) natural gas transmission pipeline from its Balfour gate station in Langley, B.C. to its Nichol gate station in Surrey, B.C. (ffthe Application"); and B. Land use and environmental impact considerations have received extensive review through the energy project review process. This followed a comprehensive public consultation program conducted by BC Gas which included public meetings during the past fall and winter in the local areas through which the pipeline route is proposed; and C. On June 2, 1992, pursuant to Section 19(1)(b) of the Act, the Minister referred the Application to the Commission for a Certificate of Public Convenience and Necessity (ffCPCNff); and D. The Commission wishes to ensure that there is a thorough review of the Application and that there are no remaining public concerns which should be addressed. NOW THEREFORE the Commission orders the BC Gas as follows: 1. BC Gas will arrange for immediate publication of a Notice, as per attached copy, in one issue each of the Vancouver Sun, The Province and such other local news publications, including the Langley Advance, Langley Times, Surrey Leader and Now Newspapers Ltd., so as to provide notice to those persons who may have an interest in the Application and to request that any concerns be submitted in writing to the Commission by June 29, 1992. 2. Upon receipt of written comments from the public, the Commission will determine the appropriate course of action. This matter is currently under review by the British Columbia Utilities Commission as an Application for a Certificate of Public Convenience and Necessity under Section 51 of the Utilities Commission Act ("the Act"). The matter was previously the subject of an Energy Project Certificate Application to the Ministry of Energy, Mines and Petroleum Resources pursuant to Section 18 of the Act. Land use and environmental impact considerations have received extensive review through the energy project review process which commenced on February 21, 1992. This process followed a comprehensive public consultation program conducted by BC Gas, which included public meetings during the past fall and winter in the local areas through which the pipeline route is proposed. The Commission received the Application from the Minister of Energy, Mines and Petroleum Resources on June 2, 1992. The Commission wishes to ensure that there is a thorough review of this Application and that there are no remaining public concerns which should be addressed. Interested parties are requested to submit any concerns, in writing, by June 29, 1992. BC Gas states that completion of the project is required to avoid shortages under severe weather conditions next winter. Upon receipt of written comments the Commission will determine the appropriate course of action.
