Barr, ) December 4, 1992 Deputy Chair; and ) H.J. Page, ) Commissioner ) o R D E R WHEREAS: A. The Commission, by Order No. G-78-91, approved for Squamish Gas Co. Ltd. ("Squamish Gas") natural gas distribution service and rates to customers from the Vancouver Island Natural Gas Pipeline ("VINGPL") effective August 1, 1991; and B. Order No. G-101-91 approved for Squamish Gas rates for off-grid, metered bulk propane tank service effective August 1, 1991 subject to timely filing of appropriate tariffs by the utility; and C. On November 29, 1991 Squamish Gas applied to the Commission and provided subsequent information on March 2, April 2, August 14 and October 9, 1992 for continuation of rates and metered bottled propane tank service in the utility's service area and the leasing of the existing propane plant to Superior Propane Inc. ("Superior") for a period of three years; and D. Squamish gas will be providing metered bottled propane tank service to its existing customers and no new propane customers will be added; and E. The Commission has reviewed the Application and finds that approval of metered propane tank service for Squamish Gas is necessary and in the public interest. NOW THEREFORE the Commission orders Squamish Gas as follows: 1. The propane plant used by the utility prior to connection to the VINGPL, except for vaporization equipment, is to remain in the rate base and reclassified as Plant Held for Future Use. . .. /2 SIXTH 900 STREE"r, \lAr", :r'"\11-!4
2 G-124-92 2. Squamish Gas may lease the propane plant to Superior according to the terms of the filed lease contract. Should Squamish Gas lease the propane plant equipment to another party or sell the plant equipment, it must seek Commission approval for such a transaction. 3. Metered bottled propane tank service is to form part of the utility customer base for Squamish Gas. 4. Squamish Gas may proceed with main extensions in the service area but rate base treatment of those extensions will be reviewed in conjunction with the Commission's review of the Rate Stabilization Facility ("RSF fI ). 5. A review of the propane sales rate and the use of spot propane purchases does not require a review by the Commission until such time as the RSF impact on the main extensions has been determined.
