("BC Gas") filed with the Commission an Application to increase rates on an interim and permanent basis to all customers in the Lower Mainland, Inland and Columbia Divisions effective January 1, 1993, pursuant to Sections 64, 67 and 106 of the Utilities Commission Act (lithe Act"); and B. The Interim Application requested the Commission approve an increase averaging 4.7 percent on general revenue of all divisional captive rate schedules (applied as 11.16 percent on gross margin) effective with consumption on and after January 1, 1993; and C. Commission Order No. G-114-92 approved an interim rate increase of 4.1 percent on general revenue of the divisional captive rate schedules (applied as 9.787 percent on gross margin) for the Lower Mainland, Inland and Columbia Divisions. The interim increase was not applied to the Fort Nelson Division; and D. The Commission has reviewed the Application and finds that the setting of a hearing is necessary and in the public interest. NOW THEREFORE the Commission orders BC Gas as follows: 1. A public hearing into the Application is set to commence at 9:00 a.m. local time, Tuesday, May 25, 1993, in the British Columbia Utilities Commission Hearing Room, 6th Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. The Commission will consider holding regional public hearings in the BC Gas service area depending on such written requests received by the Commission Secretary prior to February 22, 1993. Should it also become necessary for BC Gas to hold regional meetings in the service area of the utility, the public will be informed by way of Notice and/or bill stuffer. 2. The matter of a pre-hearing conference pertaining to all aspects of the Application may be the subject of a further Order of the Commission. 3. Not later than Friday, January 15, 1993, BC Gas will arrange for publication of Notice of Public Hearing, in the form attached in display-ad format, in one issue in the business section of the Vancouver Sun and Province and the appropriate local newspaper publications so as to provide adequate notice to the public in the service area of the utility. 4. The Application and supporting material will be made available for inspection at the Head Office of BC Gas, 1066 West Hastings Street, Vancouver, B.C., V6E 3G3, at the Office of the British Columbia Utilities Commission, 6th Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3, and in the local District Offices of the utility throughout its service territory. 2 5. An Executive Summary of the Application will be prepared by BC Gas and distributed to all Intervenors and Interested Parties as they become registered with the Commission. 6. Not later than February 23,1993, Intervenors and Interested Parties intending to be present and participate in the public hearing shall give written Notice of Intention to the Commission Secretary and to the Applicant. Such notice shall state the nature of the interest in the proceeding. 7. Intervenors and Interested Parties intending to file written submissions should do so by March 31, 1993 and provide one copy each to the Commission and to the Applicant. THE APPLICATION On November 23, 1992, BC Gas Inc. ("BC Gas") filed a 1993 Revenue Requirements Application ("the Application"). The Application requested approval of an increase averaging 4.7 percent on general revenue of all divisional captive rate schedules (applied as 11.16 percent on gross margin) to BC Gas customers in the Lower Mainland, Inland and Columbia Divisions, effective with consumption on and after January 1, 1993, subject to confirmation of the interim increase after a public hearing. Commission Order No. G-114-92 approved an interim rate increase averaging 4.1 percent on general revenue of the divisional captive rate schedules (applied as 9.787 percent on the gross margin) to BC Gas customers in the Lower Mainland, Inland and Columbia Divisions. There was no interim or permanent increase applied to Fort Nelson DiviSion customers. THE PUBLIC HEARING The Application will be the subject of a public hearing to commence at 9:00 a.m., Tuesday, May 25, 1993 in the Commission Hearing Room, 6th Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. The Commission will consider holding regional public hearings in the BC Gas service area depending on such written requests received by the Commission Secretary prior to February 22, 1993. PUBLIC INSPECTION OF THE APPLICATION The Application, Executive Summary, supporting material and Commission Orders No. G-114-92, and G-120-92 are available for inspection at the Head Office of BC Gas Inc., 1066 West Hastings Street, Vancouver, B.C., V6E 3G3, and at its local District Offices located throughout its service territory. As of February 15, 1993, the BC Gas Head Office will be at 1111 West Georgia Street, Vancouver, B.C., V6E 4M4. The material is also available for inspection at the office of the British Columbia Utilities Commission, 6th Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3.
