BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) October 20, 1993 o R D E R WHEREAS: A. On July 12, 1993 West Kootenay Power Ltd. ("WKp") applied to the Commission for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Section 51 of the Utilities Commission Act ("the Act"), to construct and operate a 138 kV transmission line from the Oliver substation to the Princeton substation, known as the No. 43 Line upgrade; and B. The No. 43 Line upgrade project will be undertaken on existing right-of-way corridors and will increase the line voltage from 69 kV to 138 kV, require new pole configuration, new conductors and insulators, the additions of capacitor banks and substation conversions in Oliver, Keremeos, Hedley, Mascot Mines and at Princeton, B. c.; and C. The project, estimated to cost $8,500,000, will improve system reliability and security, will alleviate the loaded condition of the existing line and will enable WKP to supply its customers along the line and at Princeton, B.c. by reducing its power purchases from B.c. Hydro; and C, The Commission has reviewed the Application and has determined that the construction and operation of the 138 kV upgrade project to No. 43 line is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1, A CPCN is granted to WKP to construct and operate the No. 43 Line and the necessary substation upgrades from 69 kV to 138 kV standards from the Oliver substation to the Princeton substation, at an estimated cost of $8,500,000.
2. Prior to commencing construction, WKP shall advise adjacent property owners and residents along the No. 43 Line of the nature and timing of the work to be done, and shall explain or resolve any issues which may be raised by the public during the information process. 3. WKP is to file with the Commission monthly and final construction progress reports for the project. In addition to identifying problems or potential problems these reports shall indicate variations to the construction schedules and cost schedules. 4. Upon energization to 138 kV WKP shall file monthly reports documenting power quality and outage problems including any solutions or investigations with respect to the No. 43 Line.
