BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) October 6, 1993 o R D E R WHEREAS: A. On September 3, 1993 West Kootenay Power Ltd. ("WKP") applied for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Section 51 of the Utilities Commission Act (lithe Act"), to construct and operate a 138 kV transmission line from its existing No. 46 line between the Vernon and Lee substations to a new substation located at the Hiram Walker Plant near Winfield, B.C.; and B. The line is required to reinforce the electricity supply to the Kelowna area and will obviate the need for the backup emergency supply to WKP's existing Kelowna ring from the B.c. Hydro system; and C. The Commission has reviewed the Application and has determined that the construction and operation of the proposed 138 kV transmission line project is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to WKP to construct and operate a 138 k V transmission line near Winfield, B. C. from the existing No. 46 line between the Vernon and Lee substations to a new substation located at the Hiram Walker Plant, a distance of 450 metres, provided that all necessary permits, licences and easements are obtained. 2. Prior to commencing construction, WKP shall advise adjacent property owners and residents of the nature and timing of the work to be done, and shall explain or resolve any issues which may be raised by the public during the information process. 3. WKP is to file with the Commission monthly and final construction progress reports for the project. DATED at the City of Vancouver, in the Province of British Columbia, this day of October, 1993.
