Newlands ) January 8, 1992 Deputy Chainnan; and ) N. Martin, ) Commissioner ) o R D E R WHEREAS: A. On December 19, 1991, Pacific Northern Gas Ltd. ("PNG") applied for Commission approval to continue until March 1, 1992 with a deferral account to capture changes in gas prices from its suppliers that became effective on November 1, 1991 and approved by Order No. G-l 08-91; and B. On December 19, 1991, PNG advised the Commission that Westcoast Energy Inc. ("WEI") filed with the National Energy Board a December 12, 1991 Application for interim and final tolls, effective January 1, 1992; and C. On December 23, 1991, the National Energy Board issued Order TGI-5-91 and advised WEI that a final decision on its tolls would not be made prior to January 1, 1992 and authorized that interim tolls should be collected; and D. The Commission has reviewed the Applications and is satisfied that the procedure by PNG of using deferral accounts to capture changes in gas costs and WEI interim toll changes properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. The changes to gas prices from PNG's suppliers, that became effective November 1, 1991 and approved by Order No. G-108-91, are to continue to be collected and set up in a cost of gas deferral account until March 1, 1992 with such balances attracting interest calculated at the average prime rate of the utility's principal bank. 2. The Commission approves for PNG the use of a deferral account to account for interim changes in WEI tolls on an interim basis, effective with consumption, on and after January 1, 1992.
