BEFORE: M.K. Jaccard, Chair, ) L.R. Barr, Deputy Chair; and ) March 1, 1993 K.L. Hall, Commissioner ) WHEREAS: A. Centra Gas British Columbia Inc. ("Centra Gas") applied September 1, 1992 for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Sections 51 and 53 of the Utilities Commission Act ("the Act") to construct and operate a propane storage and vaporization facility in the Resort Municipality of Whistler ("the Municipality") at the "Mons" site, a rail car off-loading facility at the "Green Lakes" site, interconnecting vapour and liquid piping and ancillary works ("the Relocated Plant"); and B. The Relocated Plant will replace the existing "Fitzsimmons" plant which is to be shutdown, dismantled and removed after commissioning of the new facility and will be constructed to provide for additional capacity requirements and future needs in the expanding Municipality; and C. On July 31, 1992 the Municipality confirmed that the existing "Fitzsimmons" facility was required to be moved in order to remove a potential public safety hazard in an area which is designated as a recreational corridor; and D. The Commission has considered the Application and supporting documentation and finds that the project as proposed by Centra Gas is in the public interest. NOW THEREFORE the Commission orders as follows: 1. Centra Gas is granted a CPCN for the construction and operation of a propane storage and vaporization facility at the new "Mons" site, a rail car off-loading facility at the "Green Lakes" site, interconnecting vapour and liquid piping and ancillary works, pursuant to Sections 51 and 53 of the Act. 2. The overheads and Allowance for Funds Used During Construction (" AFUDC") that have been allocated to the project will be considered as part of the Commission's review of the Centra Gas Application for 1993 Revenue Requirements that was filed on February 8, 1993. 3. Centra Gas is to file, prior to the commencement of each year, a statement of planned capital additions for the year that will identify a schedule of significant projects, costs and the overall effect on rate base and customer rates.
