IN THE MAT IER OF the Utilities Commission Act, S.RC. 1980, c. 60, as amended and IN THE MAT IER OF an Application by British Columbia Hydro and Power Authority BEFORE: M.K. Jaccard, ) Chair; and ) August 31, 1992 L.R. Barr, ) Deputy Chair ) o R D E R WHEREAS: A. On August 7, 1992, British Columbia Hydro and Power Authority ("RC. Hydro") applied to the Commission for approval of a variance to its Electric Tariff relating to prepaid metering in Kincolith, B.C., pursuant to the Utilities Commission Act and, in particular, to Section 69 thereof; and B. The variance relates to the terms and conditions of billing, collection and prepaid metering with participation in the pilot project on a voluntary basis only; and C. B.C. Hydro proposes to install prepaid meters in residential and small commercial premises in Kincolith for a period of approximately one year in order to test the prepaid metering technology, evaluate cost effectiveness of prepaid metering, and evaluate the Power Smart potential of prepaid metering; and D. During the project, RC. Hydro will continue to read the meters on a regular basis and will analyze the results to determine how the more direct price signal provided by this technology affects consumption decisions; and E. The Commission has reviewed the Application and finds that approval of the Application for an Electric Tariff variance is necessary and in the public interest. NOW THEREFORE the Commission orders B.C. Hydro as follows: 1. The Commission approves for B.C. Hydro the August 7, 1992 Application for an Electric Tariff variance that permits the installation and operation of the Kincolith prepaid metering system, as a pilot project. 2. By way of monthly reports, RC. Hydro is to advise the Commission of customer reactions and/or objections to the Electric Tariff variance. . . ./2 STREET,
2 3. B.C. Hydro is to file with the Commission quarterly progress reports on the status of the Kincolith prepaid metering system pilot project, commencing with the period ending December 31, 1992. 4. Should it be determined that the results of the Kincolith, B.C. pilot project indicate that such a prepaid metering system is desirable in other regions of its service area, then B.C. Hydro must file an application or applications to amend its Electric Tariff accordingly. DATED at the City of Vancouver, in the Province of British Columbia, this I day of September, 1992.
