BEFORE: M.K. Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) November 25, 1993 WHEREAS: A. The British Columbia Utilities Commission ("BCUC", "the Commission"), by Order No. G-61-93, authorized the recovery of its costs based on a charge against each regulated utility's total gross energy sales for the previous calendar year; and B. On September 7, 1993 Pacific Northern Gas Ltd. ("PNG") applied to the Commission for approval to record in a deferral account the amount by which the 1993/94 BCUC levy exceeds the $74,000 budgeted by PNG in its cost of service for the fiscal year 1993; and e. PNG also advised that the disposition of the BCUC deferral account would be dealt with by PNG in its next rate application; and D. The Commission has reviewed the application and finds that a deferral account to record the increased 1993/94 BCUC levy is appropriate and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for PNG, pursuant to Section 67(4) of the Utilities Commission Act, the use of a deferral account to record the difference between the actual 1993/94 BCUC levy and the $74,000 which PNG has included in its 1993 budget and cost of service, with such balances attracting interest at the average prime rate of the utility's principal bank. 2. The disposition of the BCUC deferral account is to be fully amortized by PNG in the fiscal year 1994. DA TED at the City of Vancouver, in the Province of British Columbia, this day of November, 1993.
