On October 31, 1991, Centra Gas British Columbia Inc., Fort St. John District, ("Centra Gas") applied for Commission approval to pass-through a decrease in the cost of gas from its supplier and to pass-through certain uncontrollable cost increases in the amount of $0. 14/GJ, both effective November 1, 1991; and B. Commission Order No. G-112-91 required the cost of gas decrease to be passed through effective November 1, 1991, rejected Centra Gas' Application to pass-through uncontrollable costs, and required the utility to fIle a 1992 General Revenue Requirements Application by December 10, 1991; and C. On December 16, 1991 Centra Gas fIled its 1992 Revenue Requirements Application ("the Application") pursuant to Sections 64 and 104 of the Utilities Commission Act ("the Act") and requested an interim increase in rates of 11.1 percent, to all customers, effective January 1, 1992; and D. Commission Order No. G-119-91 denied Centra Gas' Application for a January 1, 1992 interim increase and ordered a public hearing take place on February 17, 1992; and E. On January 7, 1992 Centra Gas applied to the Commission for reconsideration of Order No. G-119-91, pursuant to Section 114 of the Act, and advised that it would be unable to comply with the fIling of its review of inter-company charges, requested a delay in the commencement of the proceedings and requested that an interim increase in rates be approved effective February I, 1992; and F. Commission Order No. G-8-92 approved for Centra Gas, an 11.1 percent interim rate increase to all customers effective February 1, 1992 and set down the Application for public hearing to commence May 25, 1992 in Fort St. John, B.C., subject to the filing of supplemental evidence by Centra Gas, including a detailed review of inter-company charges; and G. On February 28, 1992 and March 2, 1992 Centra Gas fIled the supplemental evidence and its detailed review of inter-company charges; and H. The Commission has reviewed the Application and information and finds that it is now appropriate to confmn a public hearing date and location. . ../ 2 SIXTH
G-34-92 2 NOW THEREFORE the Commission orders Centra Gas as follows: 1. A public hearing into the Centra Gas Application is set to commence 9:00 a.m. local time Monday, May 25, 1992 at the Pioneer Inn, 9830 - tOOth Avenue, Fort St. John, B.C. 2. Not later than April 21, 1992 Centra Gas will arrange for publication of a Notice of Public Hearing, in the form attached in display-ad format, in the appropriate local newspaper publications and one issue of the Vancouver Sun or Province so as to provide notice in the service area of the utility. 3. The Application and supporting material will be made available for inspection at the Head Office of Centra Gas, #110 - 800 Tolmie Avenue, Victoria, B.C., at its District Office, 10016 - 104 Street. Fort St. John, B.c.. at the public library 10349 - 100 Street. Fort St. John, B.C., and at the Office of the British Columbia Utilities Commission, Sixth Floor - 900 Howe Street. Vancouver, B.C. 4. An Executive Summary of the Application will be prepared by Centra Gas and distributed to all intervenors and interested parties as they become registered with the Commission. 5. Not later than Tuesday, May 5. 1992 Intervenors and Interested Parties intending to be present and participate in the public hearing shall give written Notice of Intention to the Commission Secretary and to the Applicant. Such notice shall state the nature of the interest in the proceeding. 6. Intervenors and Interested Parties intending to file written submissions should do so by Monday, May 18, 1992 and provide one copy each to the Commission and to the Applicant. THE APPLICATION On December 16, 1991 , Centra Gas British Columbia Inc. ("Centra Gas") applied for an interim increase in natural gas rates to become effective January 1,1992. The Commission, by Order No. G-8-92, dated January 8, 1992 authorized a general interim increase of 11.1 percent to aU customers, effective February 1, 1992, subject to refund with interest, at the average prime rate of the Applicant's principal bank if determined to be appropriate after a public hearing. THE PUBLIC HEARING The Commission has set down the Application for public hearing to commence at 9:00 a.m. local time, Monday, May 25, 1992, at the Pioneer Inn, 9830 - 100th Avenue, Fort St. John, B.C.
