("BC Gas") applied to the Commission for approval to record in a deferral account the 1992 costs paid pursuant to the B.C. Energy Council ("BCEC") Levy Regulation for the period June 26, 1992 to December 31, 1992 in the amount of $366,596; and B. BC Gas requested that 1993 BCEC levies, estimated to be in the order of $850,000 to $875,000, be approved and set up in a deferral account when incurred, and will be incorporated in an update for rate base and cost of selVice calculations for its 1993 Revenue Requirements Application; and C. BC Gas also requested the Commission approve the 1993 Westcoast Energy Inc. ("WEI") interim toll increase approved by National Energy Board Order No. TGI-6-92 in the amount of approximately $3,700,000 for the Lower Mainland and Inland Divisions that became effective January 1, 1993; and D. The Commission has reviewed the Application and finds that the use of deferral accounts for BC Gas are necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for BC Gas the use of a deferral account to capture the 1992 BCEC levy in the amount of $366,596, the disposition of which will form part· of BC Gas' 1993 Revenue Requirements application. 2. The requirement for a 1993 deferral account for the BCEC 1993 levy should form part of BC Gas' 1993 forecast cost of selVice and its 1993 Revenue Requirements application. Should the actual 1993 levy be significantly different than the forecast then BC Gas may apply for a pass-through the difference. 3. The Commission approves for BC Gas the use of a deferral account to record the 1993 WEI interim toll increases for the Lower Mainland and Inland Divisions in the amount of approximately $3,700,000 that became effective January 1, 1993.
