BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) October 28, 1993 ORDER WHEREAS: A. On October 22, 1993 BC Gas Utility Ltd. ("BC Gas Utility") applied to the Commission for approval of gas supply contracts and amendments resulting from the Alberta & Southern Gas Co. Ltd. ("A&S") Decontracting plan; and B. The A&S Decontracting Plan involves BC Gas Utility and has resulted in the following contracts and amendments for the utility gas supply: 1. Amendments to the baseload contract with A&S and its assignment to Northwest Pacific Energy Marketing Inc. 2. Suspension for one year of the base load contract with Canadian Hunter Marketing Ltd. for production from the Ring-Border area and resumption on November 1, 1994 of deliveries under this contract at Coleman, Alberta, with compensation to offset the incremental costs to BC Gas Utility for this arrangement. 3. Assignment from A&S to BC Gas Utility of approximately 70 MMscfld of Nova and Alberta Natural Gas transportation capacity. 4. A seasonal gas purchase contract with Unocal Canada Limited for 10,900 GJ/d. S. A draft one-year gas purchase contract with Shell Canada Limited for 7,700 GJ/d; and C. The Commission has reviewed the Agreements and amendments and is satisfied that approval is necessary and in the public interest. NOW THEREFORE pursuant to Section 8S.3 of the Utilities Commission Act, and the Rules, the Commission approves the following for BC Gas Utility: 1. Amendments to the February 20, 1991 baseload contract with A&S and its assignment to Northwest Pacific Energy Marketing Inc.

Suspension for one year of the March 8, 1991 baseload contract with Canadian Hunter Marketing Ltd. and resumption commencing November I, 1994 of deliveries under the contract at Coleman, Alberta with compensation to offset the incremental costs to BC Gas Utility of this arrangement. 3. Assignment from A&S to BC Gas Utility of approximately 70 MMscf/d of Nova and Alberta Natural Gas transportation capacity. 4. A seasonal gas purchase contract with Unocal Canada Limited for 283 103M3/d dated October 5, 1993. 5. A draft one-year gas purchase contract with Shell Canada Limited for 20010 3 M3/d dated November 1, 1993. 6. The Commission requires that the executed contracts and amendments which are consistent with the above-noted be filed with the Commission in a timely fashion.
