On July 27 and September 2, 1993 Centra Gas British Columbia Inc. - Whistler District ("Centra Gas"), applied to the Commission, pursuant to Section 63(6) of the Utilities Commission Act ("the Act"), to establish a deferral account to record trucking costs for the transportation of liquid propane to the Whistler, B.C. vaporizing facility; and B. The deferral account will record trucking costs covering the period January 1 to June 30, 1993 in the amount of $132,613 resulting in part from faulty compressor equipment used to off-load liquid propane rail cars; and C. Centra Gas also applied to record in the deferral account additional trucking costs incurred after June 30, 1993 as a result of the 1993 B.c. Rail strike which required the utility to haul liquid propane from Taylor, B.C. to the new vaporizer facility; and D. The Commission has reviewed the Application and finds that approval of the deferral account for Centra Gas is necessary and in the public interest NOW THEREFORE the Commission orders as follows: 1. The application by Centra Gas to record increased propane trucking costs from January 1 to June 30, 1993 in the amount of $132,613 and trucking costs related to the B.C. Rail strike in a deferral account is approved with such balances to attract interest at Centra Gas' short-term debt rate. 2. Any recovery by Centra Gas of costs from a claim against the manufacturer relating to the faulty compressor are to be credited to the propane cost deferral account DATED at the City of Vancouver, in the Province of British Columbia, this day of September, 1993.
