BEFORE: M.K. Jaccard, Chair ) L.R. Barr, Deputy Chair, and ) January 26, 1993 K.L. Hall, Commissioner ) WHEREAS: A. On December 22, 1992 BC Gas Inc. (tlBC Gas") applied to the Commission for approval of a Gas Cost Reconciliation Account ("GCRA") effective January 1, 1993 for its Lower Mainland, Inland, Columbia and Fort Nelson Divisions; and B. The GCRA is an extension of BC Gas' July 15, 1992 Application to its Weather Stabilization Adjustment Mechanism C'WSAM"). BC Gas also requested approval to utilize the gas cost recovery methodology to recover gas supply costs for the period July 15, 1992 to December 31, 1992; and C. The GCRA will facilitate that the rates for gas sales fully recover, but do not over-recover, the gas costs incurred by the utility, independent of weather conditions and variations which may occur from time to time in the various gas cost components; and D. The Commission has considered the Application and is satisfied that approval of the GCRA is necessary and in the public interest. NOW THEREFORE the Commission orders BC Gas as follows: 1. The Commission withholds the approval for BC Gas the use of a deferral account to account for the stabilization of gas cost recovery for the stub period July 15 to December 31, 1992, pending a further submission by BC Gas. 2. The Commission approves for BC Gas the use of a GCRA on an interim basis effective January 1, 1993. The evidence on merit of the WSAM and GCRA will be examined at the BC Gas 1993 Revenue Requirements public hearing scheduled to commence May 25, 1993 in Vancouver, B.C.
