BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) December 21, 1993 ORDER WHEREAS: A. Commission Order No. G-93-92 required BC Gas Utility Ltd. ("BC Gas lt ) to provide the Commission with an Annual Report on the Natural Gas for Vehicles ("NGV") Conversion Support Program (ltCSpIt); and B. On July 15, 1993 BC Gas filed its 1992 Annual Report on the NGV program, requested approval for an extension of the CSP, and approval for inclusion in rate base of a refueling probe retrofit program mandated by the Provincial Gas Safety Branch; and C. On December 7, 1993 BC Gas requested the Commission withhold its full consideration of the CSP pending the filing of its Integrated Resource Plan ("IRPIt) in 1994; and D. The Commission has reviewed the submissions and Annual Report and finds that approval of the continuation of the NGV program is necessary and in the public interest; and NOW THEREFORE the Commission orders BC Gas as follows: 1. The Commission approves the continuation of NGV conversion support grants recognizing current industry developments. Approval is conditional upon BC Gas demonstrating in its March 1994 IRP filing that the overall NGV program is justified. 2. The Commission approves the continuation of the NGV Vehicle Refueling Appliance leasing program. 3. The Commission approves the NGV refueling probe retrofit program with such costs added to rate base and collected from rate schedule 6 customers over a three year period by means of a rider. 4. The Commission approves the NGV refueling station located in the City of New Westminster using existing compressor equipment. .. /2
5. Any refueling stations which require BC Gas to make further rate base additions such as the proposed Mission, B.C. station will require separate applications for Commission approval which demonstrate that there is no viable industry - supplied alternative and that the station meets average rate-of-return requirements without any form of subsidy from other utility customers.
