On November 1, 1993 BC Gas Utility Ltd. - Columbia Division ("BC Gas Utility") applied to the Commission for approval-in-principle of the establishment of a bypass rate to its customer Crestbrook Forest Industries Ltd. ("Crestbrook") for the Elko, B.C. Sawmill, effective with consumption on and after November 1, 1993; and B. BC Gas Utility advised the Commission of the complexities involved in determining a bypass rate for Crestbrook prior to November 1, 1993 and requested approval to file the rate no later than December 31, 1993 and to establish a deferral account to capture any arising revenue deficiency for future flow-through purposes; and C. The Commission has reviewed the application and is satisfied that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves in principle for BC Gas Utility the bypass rate application for service to Crestbrook's Elko, B.C. Sawmill effective November 1. 1993, subject to BC Gas Utility filing, on or before December 31, 1993, a detailed bypass rate application based on the standard bypass model. 2. The Commission approves a deferral account effective November 1, 1993 to capture any revenue deficiency resulting from the loss of margin at the negotiated bypass rate. The deferral account will attract interest at BC Gas Utility's average cost of short-term debt the disposition of which will be determined by a future Commission Order.
